รายละเอียด : การราชทัณฑ์ของไทยมีวิวัฒนาการสอดคล้องกับสภาพสังคม การเมือง และ เศรษฐกิจตลอดยุคสมัยที่ผ่านมา ในรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ทรงมีพระราชดำริว่า "การคุกการตะรางเป็นการสำคัญของประเทศ สมควรจะได้สร้างสุถานที่และจัดระเบียบให้เป็นปึกแผ่น" จึงทรงพระกรุณาโปรดเกล้าฯ สร้างคุกกองมหันตโทษขึ้น ภายหลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 การราชทัณฑ์ได้ยกฐานะเป็นกรมราชทัณฑ์ และมีการตราพระราชบัญญัติราชทัณฑ์ พ.ศ.2479 มีหน้าที่เกี่ยวด้วยการเรือนจำ การกักกัน ผู้มีสันดานเป็นโจรผู้ร้ายการฝึกและอบรมเด็กดัดสันดาน ในส่วนภูมิภาคกำหนดเป็นเรือนจำจังหวัดและอำเภอ
  งานราชทัณฑ์ เป็นงานที่ต้องปฎิบัติตลอด 24 ชั่วโมง ต่อเนื่องและทันที ซึ่งต้องมีความรอบคอบระมัดระวัง ละเอียดถี่ถ้วนและถูกต้องแม่นยำ เป็นงานที่มีผลกระทบต่อความมั่นคงและความปลอดภัยของสังคม โดยเฉพาะการการแก้ไขผู้ต้องขังให้กลับตัวเป็นพลเมืองที่ดีของสังคม แสตมป์ที่ระลึก 100 ปี กรมราชทัณฑ์ ประกอบด้วยแสตมป์ 4 แบบเป็นภาพอาคารเรือนจำพิเศษ (สวนรมณีนาถ) อาคารที่ทำการของกรมราชทัณฑ์ในปัจจุบัน เทคโนโลยีที่นำมาใช้ในงานราชทัณฑ์ และเครื่องแบบเจ้าหน้าที่กรมราชทัณฑ์

Description :  The evolution of Thailand's Correctional Affairs has always been coherent with the state of society, politics and economy of Thailand. During the reign of Phra Bat Somdech Phra Chula Chom Klao Chao Yu Hua (King Rama V), His Majesty  initiated that " Prisons and penitentiary are necessary to our country and they deserve buildings to puy things in order and security" and was kinf enough to officially endorsethe prisons. After the Siamese Revolution in 1932,Correctionl Affairs were changed to the Department of Corrections and the Corrections Act 1963 has been executed focusing on prisons, penitentiary, confinrment, convicts, amd course training for the juvenile convicts was passed, while provincial prisons and district proisons are assigned for the provincial authority.
       
       Correctional Affairs is an ongoing 24-hour task with a requirement of spontaneous and immediate actions.  It takes a sense of caution, an attention to detail along with an accuracy that has an effect on the security and the safety of our society, especially when involved in correcting the convicts to become proper fellowmen to the society. The commemorative stamps of the 100th anniversary of the Department of Corrections are consistef of 4 stamp designs; the portraits of Bangkok Remand Prison (Romaneenart Park), the current building of Department of Corrections, new innovations used in Correctional Affairs and the officers' uniform.
